Portrait of a Youth traditionally identified as Francesco I de’Medici. No specific artist, it is associated with the Florentine School. It is a very nice collar. I particularly like the multiple long band strings with their little tassels. https://www.christies.com/lotfinder/paintings/florentine-school-late-16th-century-portrait-of-5287723-details.aspx
Similar patterns in Matteo Pagano _Giardineto novo di punti tagliati et gropposi per exercitio & ornamento delle donne_ This is Lotz 80. The Met’s copy was published in 1554. The first edition of the book came out in 1542. http://metmuseum.org/art/collection/search/338670
